西安砺研再生资源科技有限责任公司成立于2014年5月，注册资金1000万。其前身是陕西龙凤石业有限责任公司废旧沥青再生利用项目部。公司经营范围:公路交通材料再生利用技术研发、技术推广、技术咨询服务；公路交通材料再生产品销售；公路交通材料再生利用设备研发和销售；公路交通工程的设计和施工。为了使废旧资源能得到合理的利用，企业响应环保号召，经过近5年的技术攻关和反复试验，成功攻克技术难关，将废旧沥青混合料再生出可用于路面面层的各种集料，开启了废旧沥青混合料真正循环再利用的新篇章。同时申请了7项发明和实用技术专利。2013年11月，陕西省发改委批准在我公司成立“陕西省沥青路面再生利用工程研究中心”，开展废旧沥青混合料分离再生利用研究研究，制定废旧沥青再生材料技术指标及标准，进行科技成果的工程化研发验证、产业化示范和规模化推广应用。在2014年省交通厅组织的路面沥青混合料再生利用技术鉴定会上被专家认定为：此沥青混合料再生产品技术指标国际，沥青混合料分离技术世界。并受到了项目鉴定评审委员会主任中国工程院副院长徐德龙院士的高度评价。
